Possibly 100s silk nests containing moth caterpill

We came across these silk nests filled with caterpillars and I was advised to report them. I have been told they could cause mass damage to local trees and crops. They are located in the bushes on the public walkway alongside the A16 on the Newborough side.They were not on oak trees as you can see but they have been highlighted as a potential threat and I know we should report Prosessionary Moths. The bushes and trees have possibly 100s of the nests in. As you can see from my pictures they appeared to have lots of possible moth caterpillars in. I believe them to be on council land as it's a public walkway. I know nothing about these caterpillars personally but felt I ought to report it.
