Semi flooded Public Footpath

We enquire if you are able to assist us/you are all very busy at the moment. A Public Right of Way interconnects Grove Lane (at the Thorpe Road location) and Apsley way We are the owners of the initial section of the Public Right of Way being the entrance roadway/public right of way to No’s 20 and 22 Grove Lane. The public Right of Way continues from this initial section (our access) through to Apsley Way If our understanding is correct the second section( 66m in length x 6.0m width ) is owned by others. The second section of the Public Right of Way is generally impassable to those pedestrians on foot, during periods of wet weather, due to very large puddles /slippery surfaces. Historically the walking surface was stone/gravel. We enquire if you are able to assist the users of this second section of the lane/we at No.22, with the provision of any materials to fill the low-lying levels/improve the visual appearance of the lane, thereby creating a more readily usable Public Right of Way. The second section of the lane has generally been impassable for the past five years (also our period of ownership of 22 Grove Lane) due to the growth of the trees/foliage. We understand from our neighbours, the City Council did reduce the foliage growth on one occasion. The writer has during the 12-month period of lockdowns cleared the lane of excess tree/foliage growth and transported the debris to the re-cycling centre. To improve the low-lying areas the area / volume of material required is 33m2 x depth required say 50mm to cover/blend in say 3x1 tonne bags To resurface the complete second section the volume of materials required is 66m2 x 25mm assuming gravel/similar say 3 x 1 tonne bags (as above ) plus 3 x1 tonne bags. Total 6 bags. We are willing to /transport from kerb side / lay the materials ourselves if you are able to provide the materials. Soil/tarmac shavings/gravel /crushed stone/ ballast/timber clippings may be OK Thanks
